Problem with PA is the rules change twice a week

Honestly, I thought PA was handling the pandemic really well for the first couple of months, albeit by erring on the side of assuming every place was like Philly (which it wasn't).

Ever since PA began phased reopening, things have gone into a tailspin. There have been inconsistencies from county-to-county (some unavoidable, some not). County health officials have weighed in and made things more confusing. One day you can eat at a restaurant indoors but only at 50% capacity; two days later you can eat indoors but have no more than three drinks; two days later bars are closed; two days later everything is reopened but only at 25% capacity; two more days, you can only serve outdoors; two days later only left-handed Irishmen can eat in bars, but only if the bar serves Italian food . . . . If I owned a bar or restaurant I would be super ticked off, because it is impossible to know how to staff or stock a place from day to day much less week to week.

There is a segment of the population here in Pittsburgh that is just sorta done with masks and such and wants to move on, consequences be what they may. There is another segment that wears masks walking down the river trail with no one anywhere near. But overall, most folks here tend to be using good common sense, to my observation. I just think the government needs to pick a good, conservative practice for bars and restaurants and stick with it for a while.
